bills draft question?

why don't the bills pick 13 in every round? i know they don't have a 6th...and the extra 7th from the lions...but i thought all their picks should have been 13th in their respective rounds? whats the deal?

we were tied with other teams so we rotate every round who goes 1st 2nd 3rd etc.... i think it's determined by coin toss initially but im probably wrong.

The first round is determined by strength of schedule, harder the sched, the later the pick. Then they rotate from there. last goes first, second goes second, first goes third, etc

Also in the 2nd round the Texans don't have a pick since they used it last year in the supplemental draft to get Tony Hollings. And Raiders don't have a 2nd round pick either.

So we moved up two spots in the 2nd.

and there are compsensatory picks given to several teams in later rounds.
