IEDs are Improvised Explosive Devices you moron.

The detonator and containers are improvised.

Iran voluntarily marks its weaponry via an international agreement. People here are saying that the Iranians are underhanded enough to shuttle weaponry into Iraq and stupid enough to not etch the markings off them before sending them to blow up Americans.

Read the bolded part again.
What I think he means is that countries are often reluctant to advocate sanctions against another country if they have strong economic ties.
I think he's trying to point out that the "money trumps peace" is a hurdle that must be overcome when attempting to get a country sanctioned.
I could be wrong, but that's how I interpret it, anyways.

DU caught it and has it on the front page.
It was sort of a strange moment, he'd been tossed a softball about imposing sanctions and he couldn't resist a shot so he started with "Money trumps..." and then he seemed to hesitate like he realized he was being forced into saying something he didn't want to say so he looked for a buzzwod and grabbed "...uhh, peace, sometimes".
